Rugosa's are supposed to be difficult, more so than other Rose varieties.
I've had good luck with them, so I don't see the problem. Anyway, now is
the time. Emphasis should be placed on using cuttings that have recently
bloomed; no sooner, no later.

Rugosa's are extremely easy from seed, also. I've got varieties that I've
collected from all over Northern Germany. This was before I discovered
that Rose seeds are not allowed to be brought back into the States. Too
bad; I've got the plants and I'm keeping 'em.
