I assume the best months would depend on where you live. In zone 5 I like
to start softwood cuttings in June. The trick is to keep the soil moist
during July and August. You will find an article on how to start cuttings
on the American Rose Society Web page at http://www.ars.org

Does anybody have any experience propagating Rosa rugosa cultivars? I
understand that the summer months (July, Auguest, September) are the
best ones for softwood cuttings. I can't find any documentation on
the rooting medium, however.
Any ideas?
I'm particularly interested in 'Fru Dagmar Hastrup', so if anyone just
has general information about it...
