You may have overdone your pruning. To get as many bloom as possible, they should be headed back to the first FAT bud. If the bushes are overgrown , renewal pruning is usefull ,where you remove up to one third of the oldest stems to the ground and prune the rest to the fat bud. Of course California conditions may require more drastic measures to keep them under control, but leaving that fat bud is important for flowers. Jerry on the Outer Banks
