Normally west-side-of-Cascades weather is fine for Fritillaria
germination. Freezing isn't necessary, just temperatures averaging in
the low 40s Fahrenheit.
But for most summer-dormant bulbs, the earlier sowing the better.
End-of-October is very reliable, mid-winter [when I sow most of my
perennials] is iffy for Fritillaria, Narcissus, Calochortus, and other
choice bulbs.
