They are very easy to germinate so if you didn't get good results, it
was probably the fault of the seed.  I read that a certain percentage of
seed sold, even by reputable companies, is dead.  That's why I buy
through the mail and never hesitate to ask for a refund or replacement
if it doesn't come up.  Anyway, when the soil is warm and you don't
expect another hard frost, simply sow it where you want it and make sure
it is lightly covered.  I do it with about 1/2'  soil on top.  Then
forget it.  It takes a while to come up so don't be impatient.  Then it
takes a while to bloom.  But every year thereafter, you'll have tons of
plants and will probably have to pull some up.  I always have enough
seed to share and save and still they reseed.  There is no need to keep
watering them to make them germinate because there is enough moisture in
the spring in the ground and the spring rains.  The only thing I have
never found is fragrance.  I read and some say they are wonderfullly
fragrant, but mine have never had any.
