Yes, turn the bags inside out.  It is caused by static electricity.  Interesting thing though.  Seeds with a small amount of residual moisture will continue drying somewhat in paper envelopes, and will rot or mold in ziplocks.  Make certain your seed is absolutely dry if you store them in plastic.  Ditto if you freeze them.  
A sealed box, with a dessicant like silica gel or calcium chloride (Damp-Rid, Dri-Rite) works wonders.  Silica gel is non-toxic and sometimes gets packed in with my seeds deliberately to ensure dryness.  I would not allow calcium chloride to directly contact the seeds though.
