Hi 
I am certainly no expert, but have a little bit of experience.
We bought the corrugated plastic w/ UV protection and are very happy 
with it (this is our 3rd year). Our 14 x 16 x 12' hi greenhouse cost
about $800. My 70 year old father built it with 2x2's and standard
house construction. This price also included all the vents and fans,
etc. But what he did this year was to build a small room about 4' deep
to get an early start on seed starting with a 7' high ceiling on the 
south end of the greenhouse. I'll tell you, I think all you really need
is this little room. We heated it with 2 small electric heaters if
we needed to, which was usually only at night. We started most of
the garden and perennials in late March (Cincinnati, OH zone 5/6) and
then moved the plants into the big room as they grew. We already have
several large tomatoes by starting this early! If I had to do it again,
I may have just put a small room on a south facing shed or barn with
doors entering from the barn, but I guess it depends on what you want 
to propogate.
