Have you tried bottom watering.  If you don't have any flats without drain 
holes use a garbag bag to seal up the drainage holes.  Then put about a 1/4 
inch of water in this flat and insert your seedling flat into it.  Pulling 
out one of the seed pans will allow you to see how much water is going into 
the seedling flat.  You need to see at least enough water so that your seed 
pans are actually sitting in the water.  Wait a few minutes until you see 
moisture on the top of the soil, then drain well.   

This method gets the soil wet while keeping moisture off of the tender stems. 
 I have been bottom watering my seedling flats like this for years.  You just 
have to be real careful to not put too much water in the watering flat and 
don't leave the seedling pans sitting in the water too long.  Good luck,
