Bells of Ireland

Has anyone had good germination with the Bells of Ireland? I've not had
good luck with these seeds. Perhaps I should start them outside in a cold
frame rather than under lights in the basement. The few that do make it
don't seem to do well. Perhaps it is too hot on the mountain here in
Pennsylvania which is zone 6. I do get lots of sun.
Thanks for any advice you can give me on this plant.
