 10000 ppm = 10,000 parts per million =  1% strength.

IBA is the usual active ingredient in hormone rooting powders 
available at Garden Centres, so look for the formulation with around  1% or 
10 grams/kg, IBA as the active ingredient. -This mixture is a " strong 
brew" so it may be labled for use with  hardwood or difficult to root 
cuttings.

As to use: FOLLOW THE DIRECTIONS ON THE CONTAINER!
same advice for precautions.  I would at least use gloves when 
handling any chemicals.
