more novice questions

Hi folks - more questions from the first time sower!  Now I'm concerned about 
keeping the seeds warm after I plant them in their little pots [inside 
starters] - will the grow light, kept close to the soil, keep them sufficiently 
warm or should I buy a heating cable?  I've heard of the on top of the fridge 
thing but then I can't have any light on them - should I place them on top of 
the fridge till I see a few seedlings and them move them off and under the 
lights?  And what are everyone's feelings on capillary mats for watering?
