Hi Mark,

It does really depend on what you're germinating, but in general most
garden veggies and annual flowers are warm germinators.  While they will
germinate at 70F keeping the soil temperature in the 80-90F range will
produce rapid emergence and high germination.  Once they're up you'll
want to remove them from that heat though.  Most plants ideal growing
on temperatures are about 15F cooler than ideal germination temperatures.

For seeds that require a cooler start, put them somewhere else and
leave your propagator on 24 hours a day.
