Actually it depends on what you are planting.  Perennials can be planted 
anytime , in fact they transplant better when they are dormant.  The 
determining factor with perennials is when the soil is workable.  In our 
area this season the ground never froze and we had little ground cover so 
we  actually did some planting thru the winter.
