I have found that if you use the cheapest paper towels available the
roots of the seedlings do not permeate the towel however they do not
hold moisture as well as the more expensive towels.  So it depends on if
you have more trouble keeping the towels significantly moist or have a
bad time separating the seedling from the towel without damaging the
root tip.
