Penstemon heterophyllus does not need stratification. It is a zone 8/9
perennial.
P. ovatus and P. palmerii sometimes germinate without stratification, but
germination will be better with 4 weeks stratification. The rest should all
be given between 6 to 12 weeks stratification. I would give them at least 8
weeks to be safe and any that do not germinate, I would put back in cold
treatment for another 4 weeks.
Almost all Penstemons need light for germination and should be sown ontop of
the soil uncovered and given plenty of light.
P. palmerii and P. heterophyllus are desert Penstemons needing excellent
drainage and should be grown as one would cactus. I use cactus mix and grow
in pots. If you decide to put them in the ground I would amend the soil for
at least 2 feet down.
Rot is a definite problem with P. palmerii relatives and care must be taken
not to water during the heat of the day.
