Germinating in plastic bags

I read a book that mentioned placing seed on moist papertowels in plastic bags and then alternating between warm and cold treatment. I started with warmth. My seeds where stored outside until december or January so got some cold dry treatment then. When I check my seeds I'm finding mildew on some of the weaker looking seeds. I'm concerned the mildew might ruin all the seeds. I also had a few Penstemon sprouting and removed them to pots with a compost mixture, covered them with a shallow layer of soil, and after about a week I'm seeing no emergence.

On a higher note I had great success with getting my Amsonia cutting to root and am ready to try with some other plants.
