I've had good success with several gray leafed plants (those that resent a
closed atmosphere and rot - Phlomis fruticosa, Artemisia 'Powis Castle',
Santolina, Salvia o. cvs, Rosemary to name a few ) by sticking the cuttings
in pure, coarse builder's sand and putting the pot (clay, not plastic) in a
container that always has at least an inch of water in it. This creates
the needed humidity around the cuttings without creating the closed
atmosphere. In summer, I just sit this in a shady spot that never gets any
direct sun; in winter I put it on a heat mat under fluorescent light.
