    Yes, peonies can be started from root cuttings. In fact, one need not
even dig up the whole plant to get a cutting. A sharp shovel works well,
just dig down and cut through at the base of the plant. Be sure you get at
lease two or three eyes on each cutting. It is best to leave this until
fall. Peonies usually don't bloom until the second year after being
transplanted or divided. I have probably 30 or so in my yard and some of
them are four feet tall and wide.  Beautiful specimens. They are one of my
