I know you are asking about seeds, but borage and penstemon root readily
form cuttings. I have a Symphytum 'Hidcote Blue' that only grows to
about 1 foot high and I got 30 cuttings from a single plant growing in
a one gallon container. Penstemon x hartwegii hybrids produce even
more.
