Paeony seeds show something called 'double dormancy' which means that the
seed requires one chilling period to make the root grow and a second to start
the shoot.
You can either plant the seeds in some fairly free-draining compost and leave
the pots out to be frosted over two Winters, or to shorten the process, pot
them up and place them in the fridge for six weeks, then in the warm for six
weeks (keep moist),
then back in the cooler for another six weeks. Then stand them outside.
I have tried this with various species (inc. P.veitchii and
P.mlokosewitschii) and it
does seem to work.
