Salvia regla

I have enjoyed Salvia regla in my fall garden, and I collected a nice bunch
of seeds from my plant. I had in mind to sow them and get more plants.
However,in her book about salvias Betsy Clebsch says about Salvia regla
that "propagation is by cuttings". Is that because the seed is hard to
germinate or are the resulting seedlings too variable?
