Yikes....peonys don't like to be disturbed at all. I suggest you pot
them up into large containers (we use 3 gallon size) and just bring the
entire pot in for the winter.
For what it's worth, if you plant the eyes deeper than a couple inches
beneath the soil, they will never bloom. When I pot up our 50 or so
each fall (for spring sales), I actually leave the eye protruding from
the soil.
