Some seeds may need to be refrigerated, it depends on what you have
collected. The mos common one needing a cold period is pansies.

I am not sure of the anser to the first question but.... wave petunia seeds
can be purchased. Most f the big seed houses carry them

These "plug trays" will work, but, one, they are not easy to find by a
comsumer versus commercial buyer, and secondly, they really work only with
large volumes of one type of plant. They are very diffucult to use if you
try to put more than one type in the same tray. The gemination times will
be different and it is diffucult to get those seedlings which are ready for
transplanting, out f the tray without distrbing the remainder.
You say that you are interested in starting large numbers of seedlings next
year. If you could Email me off list, with some idea of the number and types
you are interested in growing, I will try and offer some advice. I grow
about 6000 annuals every year.
