seedling question

I was wondering if someone could tell me what's going on with my nicotiana
seedlings. The small seedlings are leaning over, with some touching the
potting mix. A few, I believe, I knocked over when squirting the potting mix
with water. I don't *think* they are suffering from damping off because they
look healthy and continue to grow after leaning. They are under lights in my
basement, which has been much colder than I expected (probably 50s and 60s)
because this has been such a cold spring in the northeast. In the last week
I have been leaving them outside for a few hours a day in an attempt to make
them a bit tougher and expose them to strong light. They are slowly getting
bigger but haven't straightened out. I'm afraid that the leaves will rot
where they stock the potting medium.
