Most lilacs will root from cuttings if the softwood cuttings are taken approx 14 days after flowering, the french hybrids too. Use number 2 rooting hormone. When propagating from suckers, beware that some lilacs are budded, therefore the suckers, which are from the understock or rootstock may not be the same. George Mannoe.
