I grow Ajuga as a ground cover and it does propagate by underground roots as
as well as by setting down root where new above ground offshoots hit grow.
However the roots are so shallow that I don't believe they would be an
uncontrollable problem.  In fact I see it as an advantage because I just
dig up the the area that I want to weed out and drop it where I need more,
step on it, water and presto - more ground cover.

There are also a number of very fast growing, shallow rooted, easy controlled
Sedums that can be used and will in fact be stopped by a 2 inch barrier and
just grow around it to form a mat.  Again, I just rip out the unwanted plants
and drop where I want them.

Periwinkle is also another one that would work well, or any of the Lamium
would
work and are easy controlled, just by pulling them like a weed.
