Hi, Claire.  It is the combination of humid days and cool nights that
provide the ideal conditions for the growth powdery mildew.  Here in SW
Michigan, that means late summer and most of fall.  It is recommended that
anyone who has problems with powdery mildew water their susceptible plants
only in the morning, so they are dry by the time the cool temps. of evening
arrive.  My Monarda and Lathyrus have almost uncontrollable mildew when
late summer begins; I have found I can lessen the outbreaks substantially
by cutting the plants completely to soil level in the fall and raking the
top 1/4" of soil away from the plants, then leaving it to winter over
without mulch.  For roses, I use only plastic for winter mulch.
