Fertilizing seedlings?

Can someone tell me how much fertilizer I can put on seedlings?  I have
some which I have given fish fertilizer (1 tsp. per quart water) every
two weeks now, and they are doing well, but I dont want to overdo it.
Would most seedlings need the same fertilizer, or should I try and
change the formula with different kinds of seeds?  I have some
Centranthus seedlings (I know they arent exactly shade plants, but I
grow some of these things in my partial shade with lots of wishful
thinking) and I want them to show color before I plant them out.  I have
them in 4" peat pots now.  How much can I force them, and is there a
particular formula which would make them bloom early?

Anelle, in Forest Ranch, Sierra foothills, where most of my sunnier
spots now have peonies trying to bud!
