According to "Growing and Propagating Wildflowers" by Harry R. Phillips seeds
can be sown indoors or outdoors with the same result.
Indoor sowing can begin after seeds are moist cold treated for sixty days in
refrigerator. After planting, 1/4" covering, keep moist. Can expect
germination in two weeks. Plants should flower third season.
If you wish more detail it is here in book. Book also mentions to be careful
of pulp as it can irritate skin. A good washing with soap and water will cure
that problem.
Do not fertilize during growing season. Do it lightly in winter.
