Beth,
I noticed the other day that some of my 'Mrs. Moon' are starting to bloom
at ground level. The leaves all generally look tatty. I leave them until
major spring cleanup when, if they get on my nerves, I cut or pull them
off. If they don't get on my nerves, I leave them and the new leaves will
cover the old in a fairly short time.
Since I am nervous about what Ma Nature has in store after such a mild
winter, I'd be inclined to leave them alone until the weather has firmed up
on the theory that the dead leaves help protect plant crowns....just my
theory so take it FWIW.
Probably different species and cultivars behave differently -- some
remaining more attractive over winter than others.
