Hi, Cajun Joe.  My veg garden is in raised beds, and the newspaper is
gapped open by the plants, so both of these enable water to pass quickly to
the plants with the mulch in place.  If the air is dry (usually isn't in
the summer), I pull back the papers so the entire soil gets a good soak.  I
don't really know if that's necessary.
