Your location doesn't sound too bad. If you can grow hostas and
rhododendrons, what more could you want? <G>
It's my understanding that the wind chill factor doesn't count so far as
plants are concerned. It's just a subjective measurement that relates to
humans--"This is how cold it FEELS." I think weatherpersons invented it a
couple of decades ago to make people who are suffering in cold weather
feel even worse.
