I would not discount the 'wind chill' factor. The wind can be extremely
drying even if it is a warm wind. Here in our cold weather climate the
'wind chill' factor doesn't tell us how cold we will feel, it tells how
quickly our skin will freeze when we are exposed to it. I would assume
that plant tissue counts here as well.
I always look at wind patterns when I am planting anything, both the winter
winds and the summer winds. In the winter so that I can minimize the
moisture lose and the same reason in the summer warm winds.
