It is worth noting, that wind does cause a "wind chill" factor in another
situation.  The "scald" , in spring,on larger leafed plants, is frequently
the result of cold ( but not freezing) wind blowing over moist surfaces in
the early morning.  The rapid evaporation causes a refrigation factor, and
can lower the leaf surfaces to well below freezing, causing a lot of tissue
damage.
