Since you did ask Peter, and hello again Peter (hosta guy), I do them myself.
 My husband's office owns buildings that rent space to foreign student at
SUNY.  They leave security deposits which are returned via IMO.  I cannot
remember the cost but it is not much.  I do them at our village PO.  I have
had resistance in the Albany PO's because it takes some filling in of forms
for them and if you want something taking a bit more time you usually hear a
speech.
