Kay,
My understanding of the situation is that the PO found it totally
impossible to run all mail through the very expensive scanners they
bought to kill anthrax, so now, only mail going to the government
(i.e. senate, congress, etc.) gets diverted and treated.
So, it is safe, in that regard, to send seeds via the US mail.
