Dan,
I imagine you have too much scale to use alcohol and a cotton swab on your
scale?  It is really hard to get rid of, especially on succulents because they
are so susceptible to pesticides.  I'll look in my books and see if they
recommend anything.  I used to grow a lot of them until I moved to a shade
area.
Some remedies I read include:
Light infestations use a toothpick to pick off, heavy use malathion
Systemic pesticide, or wet thoroughly using a wetting agent the following:
Metadystox, Basudin liquid, PD5, Dimethoate, Roxion, Malathion.  Some of these
I've never heard of, so I don't know about toxicity.
Oil-emulsion spray, but can remove the bloom from leaf and stem surfaces in
certain species.
Hopefully you don't have a large infestation.
