I talked, at some length, with the people responsible for protecting the
growing areas at Bailey Nursery in St. Paul about this problem.  Their
solution is to surround sensitive areas with a single electric wire from
which they dangle small aluminum "pie" plates.  Periodically, monthly or
when a problem surfaces, they coat the pies with a glob of peanut butter and
turn on the juice for a few days.  They can then turn off the electricity
for the rest of the month.  It's very effective for them.
