Perhaps they were trying to convey that pruning shears should not be used
to trim shrubs or other woody plants, as the tendency in using them is to
make shrubs into "balls" or "flatheads" and remove their natural shapes.
Pruners (not shears) are more commonly used so that growing tips are
removed one at a time to keep the natural appearance or to improve the
plant's structure.
