According to the book, "Everything Sold in Garden Centers" by Steve
Ettlinger, the correct term would be pruning shears. Loppers are described as
"long handled pruning tool that looks like pruning shears with arm-length
handles". Pruning shears are described as "resembling pliers or short, heavy-
duty scissors, consisting of hand-sized handles, a pivot point with a spring,
and one or two strong cutting blades, usually having a lock for storage in a
closed position."
