Claire I am just making a guess, but it sounds like what is happening is that
the rhizome is freezing in the winter and the plant grows new leaves every
year- I have the same problem with Iris ensata-Japanese iris-the plants live
many years but only bloom every three years because winter kills the two year
old flowering stems (while they are dormant in the winter).
I would find some way to mulch them well for winter (make sure it's a dry
mulch)
