First time I bought 'Blackie', had the same problem. Weak, puny
plants; did not amount to a hill of beans. Second lot grew like mad
and have been carrying them over as tubers for a couple of years.
IMO, has to do with how well the plants are established before sale.
Have a feeling that rooted cuttings are potted up and sold before
they are proven to be well established, healthy plants by the
nursery. Have not been able to carry rooted cuttings over winter in
my cool greenhouse - they just fade away and die, but the tubers do
just fine.
