This sounds like Azalea Leaf Gall to me. A disfiguring, but not fatal
fungal gall. It comes and goes and I think (but have no verification other
than observance) that it is weather-related. It also seems to affect some
varieties more than others.
You want to pull off the galls, even if some leaves come with them, and
dispose of them in the trash, NOT the compost heap. Ideally, you want to
catch them before they turn white or pinkish, at which time they have
matured and are busily scattering spore around. They start out a light
leaf green, which makes them a bit tough to spot.
When I have an attack, I do a daily patrol - quite tedious, but necessary -
and pull all I can find. Sometimes only a few will show up; sometimes a
heavy infestation and sometimes several years will pass with none at all.
