Culver's Root is Veronicastrum virginicum. Despite the species name I
think it is a midwestern native. Makes a good perennial border plant, or
good massed in a moist prairie planting. Needs moist soil. Saw this on a
garden tour last weekend in southern IN, and it made quite a hit with
everyone. Have never seen it in the wild, but nurseries are beginning to
carry it.
