I dealt with some red maple stump sprouts a few years ago by cutting them
all down (the largest was about 4" in diameter), then covering the whole
stump area with plastic trash bags weighted down by wet autumn leaves. The
exclusion of light stopped the sprouting, and a year later the stumps were
dead and rotting. Smaller trees are killed after being cut down and having
leaves piled on top of them, without the trash bags. The heavy layer of
leaves seems to work also for Japanese honeysuckle, but not for poison ivy.
