You have what I've always called pocket gophers and I understand they
will eat everything. Yes, the 'gopher' back east here AKA groundhog
does resemble a marmot.
I think your berms are the answer. If your ground stays soggy at
all, it is death to columbine. Put some on one of your berms and see
what happens..they should drain well.
They should grow well in your window boxes as long as you keep them
watered...those boxes are generally small and dry out fast.
