    My Random House book of Perennials, volume 2   states that this is a plant from NE> China and North Korea.. Let me quote the whole piece.
    Peltiphyllum peltatum (Torr,) Engl.syn.  Darmera peltata (Torr.) Voss (Saxifragaceae) Native of California, from Tulare Co. northwards to S Oregon, growing by the banks of mountain streams below 1800m, in yellow pine and mixed evergreen forest, flowering in April-July before the leaves emerge. Stems 30-100cm across, peltate. Petals 5-7mm long. There is a dwarf form, 'Nanum', with leaves only 30cm high, 25cm across. Astilboides tabularis (Hemsl.) Engl. (syn.Rodgersia tabularis), from Ne China and North Korea, has rather similar peltate leaves, paler, of a smoother texture, up to 90cm across. The flowers are Astilbe-like, in a plume to 1.5m tall, produced in June-July.
