I think viruses result from people with nothing better to do.
It's my understanding they are usually created by very bright
YOUNG computer users.  If they are caught, I believe they are
prosecuted.

Teenagers want to have control over the world.  What better way
than screwing up computers.  Too often those hacks breaking into
the Pentagon's system (or other companies) are high school or
college aged.
