I'm about 5 year into a similar project.   I would suggest laying in your paths first  ( use wood chips available from a local tree service, I get mine free ,,,  if you have the room, stock pile as much as you can get,  as it ages it will become a mulch then soil amendment ).  Determine what noxious plants have to be eradicated and get started  ( depending on their persistence it may take several years to get control ).   I would go easy on land clearing,  structure ( provided by woodys )in the garden take years to achieve,,,  clear as needed as you go.   On the same note,  get aggressive on spotting/planting your slow growing companion plants  ( even if they are to be in areas you will not get to for a very long time ).   If you will be running water 'out' ,  get going on that.   Most everything else that occurs to me at this time,  you can do piece meal as the garden evolves.
