I would suggest wetting the peat moss before trying to use it for a soil
amendment. I open my bails and let them get wet from the rain {LOL, we have
had drought conditions for 4-5 years} or water from a hose. Then, it's
easier to handle with a shovel, no dusting.
As far as your dead rhodie, it sounds like you might have planted it too
deeply without enough drainage. Rhodies like acidic high organic soil with
excellent drainage.
